  I want to do PhD but I am confused to choose a topic. Do we have to decide a specific topic by ourselves or we just have to decide a field like cloud computing or digital image processing ? please do reply fast. Thank you very much…

  1. One need to choose a topic that they understand well.
  2. You can choose a broad area then go deep into it.
  3. Take help from guide in narrow down research topic.

  You can apply for any institute offering PhD. Specially IITs consider B.Techs for PhD if they have valid GATE score.
  
  If possible take either GATE or NET exam for admission as well as scholarship.

  TA is just an M.Tech degree completes in two years.
  RA is actually MS by research degree that completes in three years.
  
  You can do PhD after either of them.

  As I mentioned already on tools. A 0 score means either the information is not available or no one took admission in that particular course for that particular admission condition.
  
  Admission conditions include category, batch degrees and course type like sponsored or not sponsored.

  IISc Information is given from 2014 for now I mailed them for 2015 data I will update it as soon as I get a reply from them.

  I think once you have PhD you are well suited for any teaching position in India. If its from IITs then there is no question about it.
  
  Few corrupt people can try to trick but simple though and RTI application at MHRD and take them to court. Mostly whole appointments will be canceled and done again.
  
  This should not discriminate logically and legally : )

  IISc is obvious choice when it comes to research. Then follow IITs based on rankings.

  If my area is AI I would prefer ISI Kolkata. Other computer subjects I go with IITB, IITD, IITM, IITK and others based on their ranking.

  There are many MS programs, few of them are in India (offered by IITs) and master degree in US is usually called MS.
  Your question is not very clear, but I would say there are always good chances to get a job after master degree.
