There are few seats in IITs called sponsored. These are only for people with job experience in some industry and if you get a sponsored letter from company.

Another seat is called QIP (quality improvement programme) for teachers from govt. or semi govt. engineering colleges. If they get approval from their college.

Except these I dont remember any other way of getting M.Tech without GATE and stipend.
