In you situation i would recommend you to learn few subjects completely. also try to solve as many questions as you can with friends. It looks like you are not grasping the idea while studying. You at least need improve scores to 50.
One more thing, once you solve a paper and get scores check which questions and why they went wrong. learn the concepts to solve them. Hope this practice will help you.Nov 09, 2011 at 10:54 pm

If you are planing for MS abroad I strongly recommend you to participate in some conferences in India and try to publish a paper. This will give your CV a great run for MS and show you are an enthusiastic researcher.

See its a gamble between certainty and uncertainty. GATE will almost gurantee you an M.Tech seat at least some private college by which you can secure a job. On the other hand, IAS is highly competitiveness with limited number of openings. Parents always want their children to have a save and secure option.
In my opinion, you should take up GATE and on the same time appear for civils first time. And when you are in M.Tech you can definitely be independent and concentrate on Civils again.
