  4. Diagnose the causes for under performance of various electrical utilities and suggest remedies for improving their efficiency<\/li>\n
  5. Apply CUSUM and other financial evaluation techniques to estimate the accruable energy savings\/monetary benefits for any energy efficiency project<\/li>\n<\/ol>\n
