Last date for MS program in any domain ends on 30/12/2011. However, fresh admissions date will be published may be in March-April. Find details from above link.

As I am pursuing my MS from Manipal university, I understand that without completing your BE degree , you can not apply. They ask for your original degree certificate at time of admission counselling.
